Mahatma Gandhi said ,India,s life lies in villages and it should be governed by Panchayats.
This aphorism lies only in paper but not in spirit.All Govts.are for Panchayat Raj and to this effect Panchyat Raj Bill was passed in Parliament.
                  But in practice,as you said ,hardly there is any autonomy .Though there are many reasons,the village people are still subject to money  power and muscle power of the village head and it's co-horts.
If at all , there is any  contrary decision made ,there is no guaranty for the life of the person concerned.Naturally ,they are subject to the whims and fancies of the village heads and the result is "power"holds the key,and autonomy is absent. Añd "hard and fast rule prevails.
